The candidate
A resident. A community leader. An independent candidate.
Theophilus "Theo" Lengwati is a community leader, family man and lifelong advocate for the people of Ward 81. As President of the Bramley View Residents Association and a Ward Committee Member, Theo has worked to bring residents together, raise community concerns and demand accountability from those responsible for service delivery.
For Theo, leadership is a calling: a responsibility to serve people, solve problems and leave communities stronger than he found them.
Leadership journey
Swimming, chess and rugby captain. Senior team leader (corporate). Freelance and entrepreneurship. Activist and community leadership since 2019. President of the Bramley View Resident Association (BVRA). Project management and development. Ward 81 Ward Committee Member since 2021.
Theo's ward milestones
Riverpark / Muhauzana electricity: Worked alongside Riverpark leaders to secure a commitment from City Power towards an interim electricity solution for residents who had been without electricity for years. The implementation remains an active matter and continues to be pursued.
Solar streetlights: Worked with the community to secure privately funded solar street lights after residents had spent more than a decade seeking a solution through City Power.
Community-led property recovery: Worked with residents to recover and secure 88 7th Road, Kew, the third hijacked property successfully recovered through this community-led initiative. The property had remained illegally occupied for years despite previous efforts.
Lombardy East and West illegal dumping: Mobilised residents and secured a petition with more than 1,700 signatures, working with the Lombardy East and West associations towards closing and rehabilitating the illegal dumping site. The matter remains ongoing.
None of these achievements were the work of one person. Every meaningful outcome has been a team effort involving residents, community leaders, organisations and government stakeholders.
5,000+ community and service delivery matters logged, escalated and pursued since 2019.
The Lekgotla
A community structure for collective leadership. The Ward 81 Lekgotla is the governing body made out of community activists and leaders nominated by their communities.
- Currently representing: Bramley View, Lombardy West, Kew, Grenville, Riverpark and Lyndhurst.
- Vacant seats remain for the rest of the suburbs in Ward 81.
- Lekgotla sets priorities, tackles big issues, mobilises the community and holds leadership accountable.
Why should the community trust the Lekgotla? Not because of personalities, but because of process: community representation, open discussion, collective decision making, accountability.
The Unity Vote
The Lekgotla + the independent candidate: uniting our communities behind one community-led independent to take our mandate to council. Community → Lekgotla → Independent candidate → City council → Service delivery.
Why an independent candidate? An independent candidate does not have to answer to a political party's branch, caucus or party-political priorities. The objective is to create a direct line of accountability.
The vision: the ward we want
We are not promising that one councillor will fix everything that is wrong with Ward 81. We are promising never to stop trying.
We envision a ward where:
- Basic services are delivered consistently and efficiently.
- Residents know where and how to report problems.
- Municipal failures are followed up and escalated.
- Communities are organised enough to demand answers.
- Residents receive regular feedback from their elected representative.
- Communities, leaders and residents work together.
Young people, businesses, professionals, pensioners and residents all have a role to play.
